The Ministry of Spatial Planning, Urbanism and State Property has released the latest orthophoto imagery of Montenegro for 2025, produced using advanced satellite and aerial photogrammetry technology. The imagery is publicly available on the official portal:

This digital model offers the most accurate and detailed overview of Montenegro’s territory to date, bringing significant improvements in image clarity, resolution, and analytical capabilities. The Ministry announced that the highest-resolution layers for all municipalities will be fully accessible early next week, while state institutions already have access to 3D models that enable advanced spatial analysis.


Why is the 2025 orthophoto important for the real estate market?

Until this imagery was published, cadastral offices and municipalities could not fully process legalization requests. The Law on Legalization requires that any structure must be visible on the current official orthophoto in order to be considered for legalization.
